Ed Cullari was asked to spearhead an initiative that three former project managers failed to accomplish: Set up a PMO and implement portfolio management. By blending process with technology, he succeeded. He know he would have to preach and prove the benefits of a PPM system. But first he had to choose the right one.

The task was daunting for Ed Cullari, an IT consultant at Amerisure Mutual Insurance Co., a regional insurer with 700 employees based in Farmington Hills, Mich. Senior management had set a goal of growing the mid-size firm to the billion-dollar level. Cullari was called into the CIO’s office to hear a proposition: He wanted Cullari to create a PMO from the ground up. Cullari, a long time project manager and one-time software entrepreneur, could not turn down the challenge.
 
"I had to look at what had been tried before and figure out what I had to do to make my outcome different," he said. "What I discovered is that all of my predecessors came in focused only on process. I decided I'd do things differently and blend process with technology."
 
Along with introducing technology, Cullari also knew he had to become an evangelist for PPM. Immediately, he started talking up the benefits of PPM software.
